Jacobs’ Quality Assurance-Quality Control Program (QA-QC) is designed to comply with the project specifications for all construction activities. An open and collaborative three-phase (initial, preparatory, and follow-up) meeting approach allows the team to identify and resolve potential issues before work begins. Adjustments can be made proactively while maintaining compliance with the specification requirements. These meetings typically cover topics such as pre-planning (personnel and equipment resources, work progress, and scheduling); review of project drawings, specifications, approved submittals and responses to Requests for information (RFIs); and initial and final testing, and inspections requirements.
Currently, Jacobs and Archer Western are focused on constructing the foundations for the facility buildings. These concrete foundations require mass excavation and compaction of the subgrade, followed by the installation of steel reinforcement before concrete placement.
The first facility foundation constructed was the Clearwell and Treated Water Pump Station. Before starting the foundation, representatives from Jacobs, Reclamation, Archer Western, and major subcontractors met to review and discuss the required documentation to verify the work is compliant with the project specifications. A third-party inspection firm completed special inspections of the steel reinforcement as well as field and laboratory testing of the concrete. After completion, additional independent testing verified the integrity of the completed work.
The QA-QC program, including oversight of the third-party inspection company, is managed by Jacobs’ full-time Quality Assurance Manager stationed at the water treatment plant site.
