San Juan Lateral Water Treatment Plant Administration Facility: A Blend Function and Cultural Respect

The Administration Facility serves as the primary public entry and operational hub for the San Juan Lateral Water Treatment Plant. Developed in spring 2025 and refined with input from the Bureau of Reclamation, Navajo Tribal Utility Authority, and other stakeholders throughout summer 2025, the design of the Administration Facility was recently finalized in the 100% design package.

The one-story building includes a reception lobby, operator offices, control room, conference room, break room/kitchenette, server room, laboratory, and supporting spaces. Designed for durability and efficiency, the facility meets energy code and sustainability standards while providing a welcoming environment for staff and visitors.

A central focus of the project is to honor Navajo cultural values. The building’s orientation and layout reflect traditional Navajo principles tied to the four cardinal directions: east (beginnings), south (work and daily activity), west (family and community), and north (rest and wisdom). Set amidst the striking high desert landscapes between Shiprock and Farmington, the San Juan Lateral Water Treatment Plant reflects a deep reverence for place, culture, and function. The site is also aligned with the sacred Shiprock (Tse’bit’a’i), reinforcing cultural connection and respect.

Overall, the Administration Facility blends operational functionality with cultural sensitivity, sustainability, and strong community identity.
