About the Project

The San Juan Lateral Water Treatment Plant (SJLWTP) is a new water treatment plant, commissioned by the Bureau of Reclamation, that will treat water to be distributed by the Navajo-Gallup Water Supply pipeline to communities in the Navajo Nation and to the City of Gallup.

Early Works Package (EWP) #1 Construction

Construction will begin April 1, 2025. The Stormwater Pollution Prevention Plan (SWPPP) is required to obtain a National Pollutant Discharge Elimination System (NPDES) permit for the construction. The SJLWTP SWPPP is site-specific and identifies potential sources of stormwater pollution and best management practices (BMPs) that will be employed to reduce pollutants in stormwater discharges. Potential pollutant-generating activities include site clearing and grubbing, grading and excavation, solid and sanitary waste generation, fuel and oil from equipment and vehicles, excess paving material, paint washout and disposal, and fuel storage. Examples of BMPs include silt fencing, stormwater diversion/conveyance ditches, water application to minimize dust, rock slope protection, and seeding and mulching soils. During construction, designated trained staff will monitor stormwater runoff and BMPs. Field adjustments will be made and documented to maintain the SWPPP. Stormwater will flow and drain to an onsite detention pond and will be allowed to evaporate.
